Biographical / Historical

The Board of Supervisors of Scott County was responsible for providing a suitable detention home for dependent, neglected and delinquent children. In November 1913 a building was completed. Located at 1541 West Pleasant Street, Davenport, the matrons in charge during the years covered by these volumes were Mrs. William Froeschle (1917-1934) and Mrs. Kathryn Hammel (1934-1944). Along with Hammel's assistant, R. J. Hammel, they are most likely the authors of the documentation.
